Council of Islāmic Ideology (CII) was under tremendous political pressure from within and abroad. Few examples of this pressure are

Setting aside all these pressures CCI has proposed following procedural changes in the blasphemy law by retaining the capital punishment
- Capital punishment should be retained for offenders.
- The government should not allow anyone to misuse the blasphemy Law and it should take all appropriate measures whether administrative, procedural or legislative to stop incidents of mishandling the blasphemy Law.
- It should be made obligatory for the complainant to produce concrete evidence to substantiate the charges while lodging a First Information Report with the police.
- The accused persons must be given the right of defense through a legal adviser and a First Class magistrate should supervise the police investigations prior to the registration of the case
Proposals of CII has made the mist vanish which surrounded the blasphemy law debate. The proposal also authenticate the capital punishment light of Religious Quran, Hadith, Sunnah and history (compiled by historians) for the exact punishment for blasphemy.
